Abstract: The cybotaxis charging and discharging behavior of lots of electric vehicle (EV) will greatly impact on power grid. This paper proposed an intelligent management and control system with four layers for the active power distribution network (ADN) of EV charging station. The top level system was ADN control system, which realized optimal allocation of energy in distribution network. The middle level system was EV charging station control system, which could control the local system in compulsive or consultative way in accordance with instructions from the top level and the load stress condition. The bottom system was the local control system which could adjust charging current and power. The customer level system received and responded to the information, realizing EV and power grid interaction. This paper expounded the design thought of the intelligent management and control system and expected some new techniques of EV in ADN. Key words: active power distribution network; electric vehicle charging station; active control; vehicle to grid technology
